I don't know the details, but some things that might be involved are getting contracts from bands and authors to allow the songs to be sold on the PS3, getting the songs approved by Sony, and testing it on the PS3 to make sure there aren't any weird bugs. This process is time consuming enough that it's simply not feasible for Harmonix to go through it for every single song that gets released to RBN.
