If you're looking for official Harmonix comments you can 1) check the announcement forums for the most recent updates 2) run a search for my most recent posts and see if you can find related discussion or 3) hit up RockBand.com/support and review the FAQs or submit a ticket. This forum exists as a place for users to get support from other users, so please don't shoot down other users that try to be helpful by linking to relevant information.

We copy what we know in the announcements, the discussion threads, the blog posts, social updates on Twitter and Facebook, and support emails, and for the most part I think we reach the vast majority of users looking for info. If you have any additional suggestions about what could be done to communicate these delays more effectively then I'd be happy to send that feedback along to the DLC team.
