Alongside this week's DLC release, Harmonix announces that many former RBN tracks will return in the coming years, in the form of DLC. While they will continue to release brand new DLC, several packs will be formed around returning RBN content, either in the form of artist packs (as seen with this week's DLC) or as packs based on a common theme/genre. Unfortunately, entitlements for RBN content will not carry forward, and these tracks will have to be repurchased.

It was. It hasn't been available for purchase for over a year now. Just like any other Rewind, this would make it available to a ton of people who missed out on it.
