The general consensus from what I've seen is that Mad Catz (old RB4) are undersensitive and PDP (Rivals) are oversensitive. Also the Mad Catz pedals for 4 aren't great.
Personally, I took my RB2 pedal and used the Mad Catz drums (after updating their firmware). That worked very well for me.
If you can manage, though, electronic kit + MIDI adapter (+ Wired Legacy adapter if you're on Xbox) would probably be the best.2
